Community rule

This heading concerns Armenian community rule. Which individuals make up the Armenian ruling body in a given locality? This section not only deals with the Armenian Church, its denominations and their official bodies. There are other forces on the ground; some are influential Armenians who have close links with the local authorities and in a way have the role of mediator between them and the local Armenians. The Armenian political parties appeared much later (both before and after the Ottoman Constitution) and have also attempted secure their place in these community bodies.
